What those numbers mean

Rotary and foil are different tools for different faces. Rotary heads move in circles and cope with hair growing in several directions; foil heads cut in a line and are better on flat planes with uniform growth.

The OneBlade is not a shaver and Philips does not claim it is. It cuts close but not to the skin, which is why it suits a maintained stubble length and why anyone wanting a bare face will be disappointed.
